Title: Learning and Development Manager


Dr. Jennifer Blalock serves as the City of Savannah Manager of Learning & Organizational Development. Blalock holds a Doctorate of Leadership from Nova Southeastern University, with concentrations in Higher Education Administration & Organizational Leadership. She also earned a Masters in Adult Education from The University of Southern Mississippi and graduated Magna Cum Laude from Mercyhurst University, obtaining a Bachelor of Arts in English. Blalock has over two decades of progressively advancing leadership with executive level roles in city government, higher education and non-profits. Prior to her work at the City of Savannah, she worked as the Chief Strategy Officer for the City of Jacksonville’s children’s services agency after nearly a decade of higher education leadership in Texas and nationally. Dr. Blalock specializes in workforce training; economic development; college and career readiness; and urban core community engagement, as well as public private partnerships. She regularly facilitates training and speaks nationally on topics, including workforce development and training; college completion; and student success.
