City Attorney

Bates Lovett is the City Attorney for the City of Savannah. 

The City Attorney serves as the chief legal officer for the Mayor and Aldermen of the City of Savannah. In this role the City Attorney provides comprehensive legal counsel to the Mayor, the Aldermen, the City Manager and all City departments. The office represents the City in litigation and administrative proceedings and works to protect the legal and financial interests of the municipal government.

The Office of the City Attorney advises elected and appointed officials on the legal implications of policy proposals, program decisions and City operations. The office prepares, reviews and negotiates a wide range of legal documents that include ordinances, resolutions, contracts, intergovernmental agreements, procurement documents and real estate transactions. The City Attorney also provides guidance on compliance with federal, state and local law and assists City departments in identifying and managing legal risk.

The City Attorney oversees the work of outside counsel when specialized expertise is required and serves as a central source of legal training and support for City staff. The office attends meetings of the Mayor and Aldermen in order to provide real time legal advice and to help ensure transparency and consistency in the City’s decision-making process.

Through these responsibilities the Office of the City Attorney plays an essential role in promoting lawful and effective governance, protecting public resources and supporting the City’s long term strategic goals.
