Certification Applications


The Economic Development Department manages the SBO Program, which includes:

  • LSBE Registration - An online registration for local small businesses to apply and bid/propose on projects that have been identified as Savannah First procurement opportunities.   
  • M/WBE and DBE Goal - A goal for M/WBE and DBE participation is established annually.  A goal is applied to projects that meet or exceed the total dollar value threshold (the excludes some federal, emergency, and sole-source projects). The annual goal may be adjusted contingent upon the scope of the project. 
    • The City of Savannah will accept minority participation from firms with active disadvantaged, minority and women-owned firm certification from the following agencies:
      • City of Savannah M/WBE Certification Program 
      • US Department of Transportation (including its state affiliates such as GDOT)
      • Small Business Administration (SBA) 8(a) Business Development
      • WBENC on behalf of WOSBs affiliated with SBA
      • National Minority Supplier Development Council (including its state affiliates such as GMSDC) 
      • Other state and Federal certifications (please contact our office for specific review of certification acceptance)
  • Compliance – Various compliance activities including pre- and post-award meetings, onsite monitoring visits, subcontractor payment tracker, notices of non-compliance, and other enforcement.
  • Other Program Activities and Support - The City maintains and regularly updates the directories of certified firms, M/WBE and L/DBE, on City’s website. The City also provides services to support the growth of DBEs, M/WBEs, L/DBEs, and LSBEs including business training, bonding assistance, access to capital, and networking events.  We also create, monitor, and engage mentor-protégé relationships. 

The Minority and Women-Owned Business Enterprise (M/WBE) Program was re-introduced to the minority and woman-owned business community as a part of Savannah First initiative.   Previously certified M/WBE firms who are interested in re-certification should complete the M/WBE Re-certification Affidavit. New applications from minority or women-owned firms are also welcome and encouraged using the M/WBE Certification Application.
